FAQ
The Documento de Control Administrativo (DeCA) travels with the goods and lets inspectors verify who's contracting, who's carrying, and what's moving. It has existed on paper since 2012 (Orden FOM/2861/2012); from 5 October 2026 its format becomes electronic and mandatory.
From 5 October 2026, under Ley 9/2025 on Sustainable Mobility (8th transitional provision), with no grace period, for every domestic road freight movement in Spain.
It's the digital version of the transport contract (CMR/waybill) that travels with the shipment. With Fincargo it's signed electronically (eIDAS, OTP + QR) and is interoperable across every party's TMS or ERP.
Liability falls on the contracting shipper and the effective carrier, each for its own data (Orden TRM/282/2026). The shipper is exonerated if it can prove the document was correctly issued (Art. 7.1, FOM/2861/2012).
It must be a native PDF (never scanned, max. 5 MB) with an embedded QR code linking to a single HTTPS URL, directly accessible with no manual authentication — per the technical Resolución of 5/6/2026.
With Fincargo, the e-CMR/DeCA is generated automatically from the order (API integration with your TMS or ERP), signed electronically at loading and unloading, and archived and accessible via PDF, QR and a single URL — no system change or data migration required.
It's a serious infringement, sanctioned at €401–600 per shipment (LOTT Art. 141.17), applied independently per shipment and going back up to a year.
The waybill (CMR) is the transport contract between the parties; the Control Document (DeCA) serves an administrative/control function for roadside inspections — they're distinct documents, though Fincargo manages both on the same signed rail.
